Arizona Revised Statute Section 23-103 addresses the number of commissioners who are required in order for the Arizona Industrial Commission to transact business. The statutes states:
A majority of the commission shall constitute a quorum to transact business. When a vacancy occurs in the commission, the remaining commissioners may exercise all the powers of the commission until the vacancy is filled.
Although it seems straightforward that a simple majority of the existing commissioners is required, disputes have arisen about whether certain decisions of the commission have been valid.
